Vietnam's Ministry of Natural Resources and Environment (MONRE) is consulting on National Technical Regulation on Thresholds for Persistent Organic Pollutants in Articles, Products, Goods and Equipment (hereinafter referred to as the draft NTR), which was published on November 12, 2021. The deadline for comments is January 12, 2022. The draft NTR is expected to be applied from January 1, 2023, to businesses that import, produce, trade and use articles, products, goods and equipment containing POPs in Vietnam.
The draft NTR is one of the implementing regulations of Law on Environmental Protection (72/2020/QH14), which is in line with the requirements of UN Stockholm Convention on POPs. On July 9, 2021, the General Department of Chemicals of the Ministry of Industry and Trade (MOIT) of Vietnam released a draft decree to partially amend Decree 113/2017/ND-CP, which is one of many decrees and circulars supporting the implementation of the Chemical Law. It proposed the addition of banned and restricted chemicals under POPs convention, and the exemption for substances in mixtures at a concentration less than 0.1%, etc.
