Vietnam Requests Annual Declaration for Schedule Chemicals, DOC, and DOC-PSF

Vietnam’s Ministry of Industry and Trade now requires entities handling Schedule chemicals, DOC and DOC-PSF above specified thresholds to submit 2026 annual declarations to Vinachemia using the templates in Decree 33/2024/ND-CP.

On February 25, 2026, the Vietnam Chemicals Agency (Vinachemia) under the Ministry of Industry and Trade (MOIT) issued Notice No. 027/TB-HC, requiring organizations and individuals to submit their annual declarations for Schedule chemicals, DOC, and DOC-PSF for the year 2026.

As stipulated under Clause 4, Article 15 and Clause 2, Article 16 of Decree No. 33/2024/ND-CP, which governs the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, entities engaging in specific activities related to Schedule chemicals, DOC and DOC-PSF must submit detailed operational reports to the Vinachemia.

The scope of affected entities and their respective reporting obligations are outlined below:

  • 1kg/yr for Schedule 2A*;

  • 100 kg/yr for Schedule 2A;

  • 1 t/yr for Schedule 2B;

  • Contents of ≥1% for Schedule 2A* and Schedule 2A;

  • Contents of ≥30% for Schedule 2B

Schedule 3 Chemicals

Production, trading, export, and import

  • Contents of ≥30% for Schedule 3

DOC (Discrete Organic Chemicals)

Production

  • In quantities of ≥200 t/yr

DOC-PSF (DOC containing Phosphorus, Sulfur, or Fluorine)

Production

  • In quantities of ≥30 t/yr

Industry professionals must utilize the specific reporting templates provided in the Appendix II of Decree No. 33/2024/ND-CP.
