India Withdraws BIS Certification for Machinery and Electrical Equipment under Scheme-X
On January 16, 2026, the Ministry of Heavy Industries published Order S.O. 239(E) in the Gazette of India, officially rescinding the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024. The order, which was signed on January 14, 2026, withdraws the regulation with immediate effect. This action nullifies the previously scheduled the mandatory certification requirements for various machinery and electrical equipment that were pending implementation under the Bureau of Indian Standards (BIS) Scheme-X.

Switzerland Proposes Comprehensive Revisions to Chemical Risk Reduction Ordinance (ORRChem)
On January 27, 2026, the Switzerland’s Federal Office for the Environment (FOEN) notified the World Trade Organization (WTO) a draft revision to the Ordinance on the Reduction of Risks relating to the Use of Certain Particularly Dangerous Substances, Preparations and Articles (ORRChem). The proposed amendment introduces stricter controls and new prohibitions on a range of hazardous substances, with a primary focus on per- and polyfluoroalkyl substances (PFAS), medium-chain chlorinated paraffins (MCCPs), and mercury. The amendments proposed to enter into force on December 1, 2026.

Thailand FDA Proposes Revision to FCM Regulation MOPH Notification No. 92 (B.E. 2528)

China Notifies WTO of 7 New Mandatory National Standards on Dangerous Goods Road Transport
On December 31, 2025, China’s Ministry of Transport (MOT) issued a notice initiating a public consultation on a comprehensive series of seven mandatory national standards titled GB XXXXX-XXXX Regulations Concerning Road Transport of Dangerous Goods. This regulatory package covers the entire lifecycle of dangerous goods road transport, ranging from classification and packaging to consignment and operational handling. Industry stakeholders and experts are invited to submit their comments and feedback to the drafting committee by March 3, 2026.

Vietnam Promulgates New Decree on Narcotics and Precursors Lists
On January 19, 2026, the Government of Vietnam issued and immediately implemented Decree No. 28/2026/ND-CP, establishing new “Lists of narcotics and precursors.” This decree supersedes previous regulations, specifically Decree No. 57/2022/ND-CP and Decree No. 90/2024/ND-CP, to consolidate and update the regulatory framework regarding controlled substances.
