CFSA Seeks Public Comments on New Food Additives and Food Contact Materials

On Oct 16, 2019, China National Center for Food Safety Risk Assessment (CFSA) published consultation drafts about 5 new varieties of food related products[1] and 9 new varieties of food additives.[2] Any feedback shall be submitted prior to Nov 12. The following table lists these 14 substances and their application guidance.

China Vows to Cut Air Pollution during Fall and Winter in 28 Northern Cities

On October 16, 2019, the Chinese Ministry of Ecology and Environment (MEE), along with relevant central and local authorities and governments, published the 2019-2020 Comprehensive Action Plan for Air Pollution Control during Fall and Winter in the Beijing-Tianjin-Hebei Region and Nearby Areas, setting specific targets for Beijing and Tianjin as well as 26 other cities in the air pollution-prone provinces of Hebei, Shanxi, Shandong and Henan.

South Korea Designates 18 New Toxic Chemicals

On Oct 15th, 2019, South Korea's National Institute of Environmental Research (NIER) officially listed 18 toxic chemical substances (Given No. 2019-1-931 ~ 2019-1-948) into the Toxic Chemical Substances List (TCSL). They were registered and found toxic after the hazard evaluation under K-REACH. In addition, the chemical names of three toxic chemical substances (Given No. 97-1-130, 2014-1-695, 2017-1-789) were updated. The updates came into effective immediately.

Taiwan to Promote Non-animal Testing for Taiwan REACH

A meeting was held in Taiwan EPA on the 18th of September, focused on prioritization of non-animal testing for Taiwan REACH. This is in response to the foreseeable increase in animal testing required to comply with Taiwan’s new and existing chemical registration requirements.

Brief on Recent Developments in Thailand’s Hazardous Substance Act

Hazardous Substance Act (HSA) is the most major chemical regulation in Thailand, which has been revised four times since it was released in 1992. In April 2019, Thailand released the Hazardous Substance Act (No.4), which will take effect on 27th October 2019. The fourth revision focused on stating the definition of “transit” and separating it from “import” and speeding up the customs process by reducing repeat steps.

China’s Supervision of VOCs Emissions Critical to Combating Grave Environmental Issues

VOCs control is a core problem in environmental protection in China. The haze pollution caused by PM2.5 is the biggest problem in China in the past 5 years. During the Chemicals Environmental and Safety Management Session of the Chemical Regulatory Annual Conference 2019 held by REACH24H in Xi’an on September 3rd, 2019, Prof. Guangli Xiu from East China University of Science and Technology introduced VOCs policies, regulatory trends and chemical risk management in China.

CICO, K-REACH’s SIEF System Finally Opens

On 7th October 2019, South Korea finally open the Chemical Substance Information Communicative Organization (CICO) to the public. CICO is the SIEF system used in K-REACH and is a hugely important topic for stakeholders. According to Article 10 of K-REACH, the existing chemical substances which are imported or manufactured over 1 ton per year shall complete pre-registration or late pre-registration to obtain a Grace Period for importation or production prior to formal registration. For enterprises that wish to register the same substance, it is necessary to join CICO first and then establish a "consortium" to prepare for joint registration during the grace period.

Taiwan to Issue Guidance for Standard Registration of Priority Existing Chemicals

The standard registration for 106 priority existing chemicals (PECs) at or above one tonne a year will begin from Jan 1st, 2020. The most important supporting guidance was initially drafted in March detailing information companies must file, to what extent diversified data can be accepted and other issues relating to standard registration. It was updated in the end of September after several issues and industry concerns raised during the seminars organized by the authority to familiarize companies with the standard registration of PECs. The final version will soon be finalized by the end of this year.
