Korea Delays the Adoption of New Limit for Lead in Metal Ornaments

On July 15, 2022, South Korea’s Ministry of Environment announced by the amendment to the Designation of Restricted Substances and Prohibited Substances (MoE Announcement No. 2022-138) that the implementation of restrictions on lead will be delayed. More specifically, the grace period for implementing restrictions on manufacture, import, sale, keeping/storage, transportation, and use of lead and its mixture (above 0.009% of lead) in metal ornaments is further extended by two years.

South Korea Revises the Persistent Organic Pollutants Control Act

On June 10, 2022, South Korea’s Ministry of Environment (MoE) issued an announcement to make public the revision to the Persistent Organic Pollutants Control Act to further clarify the control conditions of persistent organic pollutants (POPs) and strengthen the penalties against violations. The revision will come into effect on June 11, 2023.

South Korea to Conduct 2022 Safety Investigation of Consumer Chemical Products under K-BPR

On June 13, 2022, South Korea’s Ministry of Environment (MOE) issued a notice (hereinafter referred to as the Notice) on conducting safety investigation of approved consumer chemical products in 2022. According to Article 7 of the Consumer Chemical Products and Biocides Safety Act (K-BPR) and Article 9 of the Framework Act on Product Safety, MOE shall conduct safety investigation on the consumer chemical products under K-BPR every year.

South Korea to Publish WoE Guidelines for All Toxicity Endpoints by 2027

NIER will invest KRW 4.2 billion in five years (2022-2026) in production and verification of alternative data for all existing toxicity endpoints, and publish corresponding WoE guidelines and checklist by 2027, starting from the reproductive toxicity.

17,263 Substances Pre-registered under Korea REACH

On March 31, 2022, South Korea's Ministry of Environment (MoE) published the updated list of pre-registered substances under K-REACH. So far, a total of 212,992 pre-registration applications were submitted for 17,263 chemical substances, of which 76 are CMR substances. About 9% of the pre-registered substances are manufactured or imported over 1,000 tonnes per year.

South Korea newly designated 54 types of chemicals (in total 162 substances) subject to priority management. They are confirmed to have hazard of endocrine disorder, PBT, vPvB, or CMR corresponding to designation criteria under K-REACH.
