Japan Exempts 150 Existing Substances from Annual Notification

On Mar 29, 2019, the Japanese Ministry of Health, Labor and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) announced the addition of 150 existing substances to the List of Substances Exempted from Notification of Manufacturing/Import Amount. The updated list now contains 2,847 substances in total.

Thailand Consults on Updated Hazardous Chemicals List

On 11 Mar, Thailand’s Department of Industrial Works (DIW) issued a notice (B.E.2562), consulting on a proposal to make some changes to the List of Hazardous Substances under the Hazardous Substances Control Act (HSCA). The proposed changes are as follows, which relates to Annex 4.1, 4.2 and 5.1.

Taiwan Revises New and Existing Chemical Registration Regulation

Taiwan’s New and Existing Chemical Registration Regulation was revised. The revised regulation took effect immediately after promulgation, while the new requirements for annual reporting and the standard registration of 106 existing substances will be implemented from 2020.

China MEE Issues Registration Certificates for New Chemical Substances

South Korea Urges Companies to Meet Chemical Pre-registration Deadline

Pre-registration of existing substances (≥1t/y) before 30 Jun 2019 is necessary to be eligible for the phase-in registration grace period. Manufacturers/importers/OR need to pick up the pace as the pre-registration deadline is approaching.

China New Chemical Scientific Research Record Notification Statistics in 2018

MEE promulgated 1594 scientific research record notifications of new chemical substances in two batches on Jan 24[1] and Feb 11, 2019[2]. Together with the data published on regular notifications and simplified notifications[3] updated on Jan 3rd,2019, the statistics of China new chemical substance notifications in 2019 are now fully publicized.

Industry Concerns over China’s Draft Regulation on Chemical Assessment and Control

China is to adopt a regulation on chemical environmental risk assessment and control similar to Canada CEPA, U.S. TSCA and Japan CSCL, rather than a REACH-like regulation. The industry welcomes changes to new chemical management. For annual reporting, the proposed frequency of reporting and the objects are the subject of heated debate. The industry calls for stakeholder engagement, public awareness and transparency.
