China Rolls out 16 Measures to Enhance Safe Production of Hazardous Chemicals

Recently, the General Offices of the CPC Central Committee and the State Council jointly published the Opinions on Comprehensively Enhancing Safe Production of Hazardous Chemicals. The Opinions lays out a total of 16 measures, which are circulated to local governments and competent authorities to put in place.

In the October of 2019, the Malaysia Department of Occupational Safety and Health (DOSH) promulgated the Industry Code of Practice on Chemicals Classification and Hazard Communication (Amendment) 2019 Part 1 (ICOP 2019 Part 1) as a guidance to chemical suppliers to comply with the provisions in Part II of the Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013 (aka. the CLASS Regulations, hereinafter is referred to as "the Regulations").

China MEM Consults on Second Draft of Law on Safety of Hazardous Chemicals

Takehome: China MEM is soliciting comments on the second draft of the Law on Safety of Hazardous Chemicals from emergency management administrations at various levels. The draft Law defines the responsibilities of different regulatory authorities in the administration of hazardous chemicals, and provides systematic rules on the manufacture, storage, use, operations, transport, etc. of hazardous chemicals.

China Consults on the Second Draft Revision of the Inventory of Hazardous Wastes

Takehome: A new draft revision of the Inventory of Hazardous Wastes was published for public comments. More exemptions were drafted. Three months after China’s Ministry of Ecology and Environment (MEE) released the last draft revision of the Inventory of Hazardous Wastes, an updated revision was drafted for public comments on December 30, 2019. This consultation will end on February 3, 2020.

China MEE Issues Two Standards concerning Identification of Hazardous Wastes
