China Consults on Technical Requirement for Low VOC Content Coatings Product

The coating industry in China is consulting on an internal draft of Technical Requirement for Low Volatile Organic Compound Content Coatings Product(低挥发性有机化合物含量涂料产品技术要求) (hereinafter “technical requirement”), which is the follow-up after SAC/TC5 submitted a project proposal to formulate a national recommended standard in July. The consultation will end on Aug 24th (Draft version and feedback sheet could be downloaded in the reference).

This standard regulates the term and definition of low VOC content coatings product, product classification, technical requirements, test method, decision rule and package label requirements. It stipulates the VOC emission requirements on 6 classes:

  • Architectural coating

  • Water-borne coating material for industry uses

  • Radiation curable coating material

  • Coating powder

  • Solvent-borne coating (organized emission)

  • Solvent-borne coating (fugitive emission)

The last 4 classes will be subject to different technical requirements divided into 2 stages. The first stage includes the first 2 years after implementing this technical requirements, the second stage is from the 3rd year after implementing the technical requirements and will impose more stringent data requirements.

Compared with some local VOC standards, most items in the internal draft do not impose higher requirements on VOC restriction. The draft only sets a higher requirement compared with current national standards.

Mr. Junhong Ji, who participated in the standard development said that next industry meeting will include discussion on the VOC boiling point and semi-VOC control (both are vague at this stage). For the boiling point, the coating industry uses 250℃ while the environment monitoring industry uses 260 ℃. The definition of VOC in this standard is0:

"Any organic liquid and/or solid that can naturally evaporate at the normal temperature and pressure of the atmosphere"

Formulation of an exempted compound list is also being considered
