On October 14, 2020, China’s Ministry of Industry and Information Technology (MIIT) issued the Act Plan for Industrial Internet and Work Safety (2021-2023). A safety revolution is coming by the way of industrial internet.
Why this action plan?
Work safety is highly valued in achieving high-quality development of the industry. Although the overall situation of work safety in China has continued to improve, it still has complex unsafe factors and a high frequency of accidents. Interconnecting the industrial internet with work safety can get information of various manufacture links, including product design, production, management, service etc., and realize dynamic allocation of resources and enhance safety awareness as well as improve capacity for monitoring, early warnings, disposals and assessments. It will accelerate the transformation of work safety from static analysis to dynamic perception, from post-emergency response to precaution, and from single-point to overall coordinated prevention and control, so as to improve the safety level of overall industrial production.
China's industrial internet is ushering in new growth opportunities amid the industrial revolution globally. The MIIT introduced the following four key tasks and five supporting measures in Action Plan to advancing the "Industrial Internet and Work Safety".
(1) To build "two platforms and one center".
The China Academy of Safety Science and Technology will be responsible for the construction and maintenance of two platforms and one center. The two platforms refer to a work safety supervision platform (application of industrial internet technology to monitor work safety) and a data support platform (collecting and analyzing data to optimize supervision methods). The center will mine data value based on the data aggregated and be exchanged through the two platforms.
(2) Foster five new abilities for work safety based on the industrial internet, including rapid perception, real-time monitoring, superior pre-warning, emergency response and system evaluation.
(3) Deepen the integrated application of the industrial internet and work safety, including the application of digital management, network collaboration and intelligent management.
(4) Build a support system for "Industrial Internet and Work Safety"
It is required to adhere to coordinated deployment, focus on safety, improve standards, develop solutions and strengthen integrated support. Taking targeted policies for key industries, e.g. chemical, steel, nonferrous metals, petroleum, petrochemical, mining, building materials, civil explosions, fireworks and firecrackers is important for advancing the "Industrial Internet and Work Safety".
Supporting measures
(1) Clarify the division of responsibilities and require enterprises to assume primary responsibility for work safety;
(2) Increase support for the construction of public service platforms, e.g. providing funds for technical upgrading through Industrial Internet innovation and development projects;
(3) Carry out pilot demonstrations and cultivate solution providers;
(4) Strengthen daily drills, improve emergency plans, and enhance comprehensive management capabilities;
(5) Strengthen the construction of training bases and “new engineering disciplines”, and accelerate the building of talent teams.
