China Inventory of Hazardous Chemicals Released

On Feb. 27th, China’s Inventory of Hazardous Chemicals (2015) was jointly issued by 10  departments under the central government. It will take effect from May 1st, 2015 and replace the Catalogue of Hazardous Chemicals (2002) and Inventory of Chinese Highly Toxic Chemicals (2002).

Originally issued in 2002, the list has gone through several revisions since the end of 2011, yet only the 2013 draft was officially released for public consultation. Due to the list's broad significance and the multiple ministries involved in the legislative process, the final release of the catalogue has been delayed several times. Today’s release will be followed by the issuance of official’s guidance on harmonized classification of the lists hazardous chemicals, with some other supplementary information like UN numbers. The inventory contains 2828 well-recognized hazardous chemicals and will help guide the administrative work of the authorities, as well as clarify industries’ obligations under State Council Decree 591 and its sub-regulations (See Analysis for more details). Though it seems to be smaller in size compared with its 2002 predecessor, the actual coverage has expanded with Entry No. 2828 representing a large group of chemicals with closed cup flash point not exceeding 60℃ (e.g. synthetic resin containing flammable solvents, paints, auxiliary materials, coatings, etc.).
