China Issues Guide for Evaluation of VOCs Abatement in Industrial Enterprises

Some local departments of ecology and environment in China intend to adopt the Guideline in VOCs abatement effect evaluation.

On August 5, 2022, the All-China Environment Federation Committee of VOCs Emission Control (ACEF-VOCs) released the group standard "Guideline for Comprehensive Evaluation of Volatile Organic Compounds Abatement Effect in Industrial Enterprise" (hereinafter referred to as the Guideline), which came into force immediately. In addition to the self-evaluation of industrial enterprises, the Guideline also applies to the official evaluation conducted by the departments of ecology and environment at all levels in China.

The issuance of the Guideline has attracted widespread attention from the industry. Currently, many local authorities in China intend to adopt the Guideline as a reference to promote industrial enterprises involving VOCs to choose more appropriate VOCs abatement equipment/technologies and effectively reduce VOCs emissions. Take Dongying city of Shandong province for example, the local authority has attached great importance to the Guideline and invited one of the drafters of the Guideline, Mr. Zhang Xinmin from the Chinese Research Academy of Environmental Sciences to introduce it at an online meeting on August 30, 2022. The Guideline can play a big role in achieving the goal of reducing VOCs emission by more than 10% by 2025, as shared by Mr. Zhang.

Considering the specific conditions of industrial enterprises of different scales and different VOCs abatement equipment/technologies, the Guideline specifies general rules, requirements and methods of the VOCs abatement effect evaluation, as well as the reporting contents. As per the Guideline, the full scoring rate of the comprehensive evaluation is 100%, considering 6 indicators (see table below).

According to the scoring rate (P) obtained, the comprehensive evaluation of the VOCs abatement effect is divided into three grades:

  • Excellent: P ≥ 80%;

  • Good: 80% > P ≥ 65%; and

  • Average: 65% > P ≥ 50%.

In line with the goal put forward in the national 14th Five-Year Plan (2021~2025), many provinces and cities in China are implementing and preparing local regulations and standards to strengthen source control (see China VOC).
