China Issues Notice on the Preparation of UN38.3 Test Summary for Lithium Batteries

The UN38.3 Test Summary for lithium batteries is required to be provided by manufacturers or retailers from 1st January 2020. Based on the actual implementation, suggestions were made to the relevant enterprises by China DGWG in the Guideline.

On 30th October, China Civil Aviation Dangerous Goods Inspection and Testing Joint Working Group (DGWG) issued a notice offering suggestions to relevant enterprises on providing UN38.3 Test Summary for lithium batteries. The Test summary is required to be provided by manufacturers or retailers from 1st January 2020 according to the 2019-2020 version of Technical Instructions for the Safe Transport of Dangerous Goods by Air issued by the International Civil Aviation Organization. The Test Summary shall be prepared under the requirements in UN Manual of Tests and Criteria Part 3, Section 38.3.

Six tips are emphasized by China DGWG in the Notice:

  1. In addition to the UN38.3 test report, the test facilities must also provide a UN38.3 test summary that meets the requirements.

  2. The inspection agencies shall include the content of the Test Summary in their identification reports.

  3. The UN38.3 Test Summary shall include all the elements required by Manual of Tests and Criteria Part 3, Section 38.3, such as manufacturer’s name, contact information, test laboratory’s information, the unique identification code for the test report, information about the batteries, test result list, etc.

  4. Airlines and airports are advised to clarify that accepted reports shall be provided by qualified agencies. Agencies with the CNAS certificate are most recommended.

  5. The suggestions are applicable only to the domestic departure goods.

  6. The suggested measures shall be included in the test facilities and inspection agencies’ service process no later than December 31 and the corresponding service shall be provided since 1st January 2020. 

It is worth noting that the requirement of lithium batteries UN38.3 Test Summary is also stipulated in the 60th edition of DGR and the IMO IMDG Code 39-18, which means that the Test Summary becomes more important in the international transport of lithium batteries from next year. Manufacturers and exporters are suggested to contact qualified agencies as soon as possible to ensure that the Test Summary for a specific battery model will be prepared in time.
