Updated: On December 2, 2021, China MEE published the revised Hazardous Waste Exclusion Management List[1]. There are a few changes compared with the consultation version published on September 26, 2021. "Waste water-based drilling mud" is replaced by "waste water-based drilling mud and cuttings". Besides, there are changes to the description of hot dip galvanizing scum and bottom slag, as well as waste generated in the production of seven types of resins.
On September 26, 2021, the MEE issued a notice[2] to consult on listing six types of solid wastes into the Hazardous Waste Exclusion Management List (Hereinafter referred to as the Exclusion List). The deadline for comments is October 12, 2021.
The six types of solid wastes are:
Hot dip galvanizing scum and bottom slag
Waste water-based drilling mud
Sludge from wastewater treatment in the production of aluminum electrode foil
Leftover waste from wind turbine blade cutting
Waste generated in the production of seven types of resins
Deinking sludge
In recent years, China has been exerting efforts to improve the identification system of hazardous waste. In 2019, the Chinese Ministry of Ecology and Environment (MEE) revised GB 5085.1~7-2019 Identification Standards for Hazardous Waste and HJ 298-2019 Technical Specifications on Identification for Hazardous Waste. On November 27, 2020, the MEE and four other departments jointly published the updated National Inventory of Hazardous Waste (2021 version) (Hereinafter referred to as the Inventory) (Chemlinked News[3]).
The Exclusion List, as part of the hazardous waste identification system, which is for the first time drafted, plays an important role in the environmental management of hazardous waste. Solid wastes included in the Exemption List are excluded from management of hazardous waste since their risks to the environment is manageable. They were identified without hazardous properties such as toxicity, corrosivity, ignitability, reactivity or infectivity in accordance with the national hazardous waste identification standards and methods. General industrial solid waste, household waste, construction waste, agricultural solid waste and other solid wastes with clear properties were not included in this Exclusion List.
The Exclusion List will be dynamically updated in the future. The followings are the listing criteria:
Solid wastes whose properties were not determined during the revision of the Inventory;
Derived solid wastes after utilization and disposal of hazardous waste;
Solid wastes that have finished industry research and analysis;
Solid wastes with unclear properties and a large number of identification cases.
