On November 3, 2025, the Ministry of Industry and Information Technology (MIIT) announced the public solicitation of opinions on two key draft documents for enhancing the restriction of hazardous substances in electrical and electronic products in China.

The drafting explanation reveals major changes in the proposed 2025 edition as follows:
Expanded Product Scope
The new Catalogue will see a substantial increase in the number of regulated electrical and electronic product (EEP) types, rising from the original 12 to a total of 33 products.
The original 12 product types have been optimized and integrated into 10 categories (e.g., merging printers, copiers, and fax machines into a single multi-function device category).
23 new product types are being added, focusing on products with mature control conditions and high usage frequency in daily life.
New additions include:
Household and similar products: Microwave ovens, rice cookers, water dispensers, projectors, and portable power banks, etc.
Fast-developing IT products: Smart bracelets/watches, headphones, smart speakers, sweeping robots, smart electronic locks, servers, and network switching/routing equipment, etc.
Products with very high consumer concerns for health and safety: Electric toys, reading and writing desk lamps, common household medical electronic devices (such as electronic blood pressure monitors and blood glucose meters), and hearing aids, etc.

Updated Exemption List
The Exemption List has been revised to align with international requirements. For example:
Remove the exemption for mercury in single-capped fluorescent lamps for general lighting will be deleted.
Remove exemption for lead in the solder used to form reliable connections between semiconductor chips and carriers in flip-chip integrated circuit packages.
Add new exemption for phthalates in components recovered from electronic medical devices and used for repair or refurbishment.
Implementation Timeline
The new Catalogue and Exemption List will be implemented in phases:
Existing Products: Products already covered by the first batch of the Catalogue will be subject to the new requirements immediately upon the release of the revised Catalogue.
Newly Added Products: The 23 newly added product types will be granted a transition period and are scheduled to be implemented starting August 1, 2027.
Exemptions: New exemptions will take effect immediately upon release. Exemptions that are scheduled for deletion will cease to be valid on August 1, 2027.
The deadline for submitting comments on the draft documents is December 2, 2025.
