On Jun 29th 2017, Chinese Ministry of Industry and Information Technology (MIIT) published the draft version of the first batch of the Qualification Management Catalogue and the Exemption List of the Administrative Measures on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Products, which is also referred as “China RoHS 2”. MIIT will seek public feedback for these two lists until Jul 28th 2017.
The first batch of the Qualification Management Catalogue contains 12 categories of electrical and electronic products, which are:
Refrigerator
Air conditioner
Washing machine
Electric water-heater
Printer
Copying machine
Fax
Television
Monitor
Microcomputer
Cellular phones
Telephones
The scope and specification of each category was also provided. 2 of 14 product categories in the China WEEE catalogue are not included in the draft, specifically range hoods and gas ignition water heater.
China RoHS 2 imposes concentration limits for some hazardous chemicals on the products in the Qualification Management Catalogue. The concentration limit is 1000mg/kg for lead, mercury, chromium (6+), poly brominated biphenyls (PBBs) and poly brominated diphenyl ethers (PBDEs); and 100mg/kg for cadmium.
The draft of the Exemption List contains 39 exemption scenarios for lead, cadmium, mercury and chromium (6+). Similar to European RoHS, there are 3 types of exemption scenarios:
No concentration for certain purpose;
Loosened concentration;
No concentration before certain date.
China RoHS 2 was officially published in Jan 2016 by MIIT and 7 other ministries and took effect from Jul 1st 2016. The Qualification Management List and its Exemption List are important supporting documents to China RoHS 2. It is expected that MIIT will expand the qualification management catalogue and include more EE products into the hazardous chemicals management.
