Early this year, SCC-MEP issued a draft announcement on the standardization of ecotoxicity testing reports for China new chemical substance notification (China NCSN). In the document, it is stipulated that “One-year grace period will be granted from the date of the issuance of the notice, after which only the testing reports generated by ecotoxicological testing institutes accredited by the MEP within the validity period of the accreditation can be used for China NCSN.”
In the future this provision will be directly included into the amendments of the guidance document, rather than issued by a notice. It means that, one year later after the implementation of revised guidance document, only testing reports generated by MEP GLP certified ecotoxicology laboratories (at present 11 labs) within the accreditation validity period, will be accepted. The testing reports generated before the MEP-GLP accreditation will not be accepted any more.
The requirements for certification as a MEP-GLP lab are extremely high. Even testing institutions that have already applied and are currently undergoing assessment should be avoided until official MEP GLP certification is granted. What’s more, when applying for repeat notification, and intending to use the same testing report submitted by the previous notifier, the subsequent notifier should be aware that the validity of testing reports accepted in the previous notification will not be certain after the issuance of the provision.
