China NCSN Guidance Document to be Issued by the End of This Year

Last year, the CRC-MEP received more than 600 feedbacks and suggestions from industry and relevant stakeholders for the revision of the Guidance Document of China new chemical substance notification (China NCSN). The draft amendment is expected to undergo public consultation by the end of this year.

The revision of the guidance document is a sub-project of the national critical projects for chemical pollution control in 2014 managed by the Department of Pollution Prevention and Control of the MEP. The merger of the CRC-MEP and the National Center of Solid Waste Management created the Solid Waste and Chemicals Management Center (SCC-MEP) with six departments affiliated to it. The chemical management department and the registration review department of SCC-MEP are directly responsible for guidance revision work.

According to Ms. Lu Ling, the Director of the registration review department the chemical management department is mainly responsible for the compilation of risk the risk assessment report and post-notification management requirements whereas the review department is focused on the revision of applicable notification scope, data requirements, notification procedure, etc.

At first, the authority only intended to standardize the risk assessment report compilation and strengthen the management of the “Only-Representative”-like agent (OR). However, more than 600 feedbacks collected afterwards provided strong motives to more thoroughly revise the guidance document.

The overall framework of the guidance document will not change, according to Ms. Lu Ling, however ambiguities will be clarified, focusing on data requirements and exemptions in particular. The current data requirements will not be reduced without good reason but reasonable requests by notifiers will be accommodated where feasible.

The guidance revision working meetings have all been concluded as of July 21st and were attended by experts from China NCSN management and administration in areas such as physico-chemical assessment, ecotoxicology and health toxicology. Consensus has been reached for most of revision proposals which will be included in the revised guidance document. However, before official publication, existing procedures should be followed.
