The validity period of the third-party key is 15 days. The third party needs to log in to the online registration system within the validity period and use the key to click "Start Assisting" to complete the third party's filling as soon as possible.
3. Is the SN number of the application form filled by the applicant himself?
4. After submitting the filing application form, the system displays "Completed", but no receipt is received in the system. How do I solve this problem?
"Completed" is the processing status passed to the government service platform of the Ministry of Ecology and Environment by the new chemical substance online registration system. The filing receipt is sent to the "Notification" column (the small bell pattern in the upper left corner of the page) in the "Filing" item of the new chemical substance online registration system. Please enter the system when filling out the application form, click "Filing", "Message notification" (small bell) to check the filing receipt.
5. The filing of new chemical substances shows that it has been completed. Does this mean that the filing has been successful?
According to the Guidelines for Environmental Management Registration of New Chemical Substances (Announcement No. 51 of 2020 of the Ministry of Ecology and Environment, hereinafter referred to as the "Guidelines"), after the applicant submits complete environmental management filing materials for new chemical substances, the online registration system will automatically send the filing receipt, and the government service platform of the Ministry of Ecology and Environment will display the status of "Completed".
It should be noted that the "completed" displayed on the government service platform does not mean that the filing application fully meets the filing requirements, and the applicant should be responsible for whether the filing application materials meet the filing requirements. The competent department of ecology and environment of the State Council will organize its affiliated chemical substance environmental management technical institution to conduct random spot checks on the compliance of all filing application materials received in the system. After spot checks, it is found that the filing substances do not meet the filing conditions, and they should apply for a regular or simplified registration certificate. For those cases, the competent department of ecology and environment under the State Council cancels the filing. For relevant regulations, please refer to pages 20-21 of the Guidelines.
6. How to check whether the application for new chemical substance registration or filing is uploaded successfully?
Click "History Records" in the application items of the new chemical substance online registration system, and you can check the status of registration or filing through the corresponding SN number.
7. For the registration or filing of environmental management of new chemical substances, do I need to fill in a new one in the system after receiving the one-time notification of correction?
No need. Please modify and submit the original application form according to the correction requirements, and do not need to fill in the report again. The specific operation is as follows: Click the application item to which the form belongs in the new chemical substance online registration system, and click "History Records" at the top to find the corresponding information of the form. SN number, click "Correction" to edit and submit.
8. If a new chemical substance has been registered or filed for environmental management, is it necessary to apply for the substance again every year?
No need. However, when the items stated in the new chemical substance environmental management registration certificate or the information related to the filing change, the applicant should make changes in a timely manner.
9. Our company has a chemical product that is not included in the IECSC. Will it be added to the inventory once we filed for a record notification?
No. According to MEE Order No. 12, Article 44, New chemical substances that have handled simplified registration and record notification shall not be listed in IECSC.
10. After MEE Order No. 12 takes effect, what kind of new chemical substances requires annual report? What are the specific requirement?
According to MEE Order No. 12 and Circular No. 46 of MEE in 2020, new chemical substances as specified in Article 3 of MEE Order No. 7, and those which handled regular registration with annual report specified as environmental management requirement under MEE Order No. 12 shall file an annual report.
The applicant shall submit to the competent department the actual production or import circumstances, and circumstances of emission into the environment, as well as the implementation circumstances of risk control measures and environmental management requirements of the new chemical subtances for accredited registration of the previous year, before April 30 annually.
