Taiwan New and Existing Chemical Registration FAQs - Vol.3 Registration Fee

These FAQs are prepared by Taiwan's Chemical Substances Registration Center and published on the official website.
1. Is it possible to list the fees for all registration types of the new chemical substances? 【§4】

According to Article 4 of the Fee-charging Standards for Toxic and Concerned Chemical Substances Control Act (hereafter referred to as the Fee Standards):

1. Level 1 to level 4 of standard registration of new chemical substance: NT$50,000 (in case of application of a designated item with specific documents, the fee is NT$37,000)

2. Simplified registration of new chemical substance: NT$20,000

3. Small quantity registration of new chemical substance: NT$2,000

*Middle and small-sized enterprises and academic institutions can enjoy 25% off for review fee of registration.

4. Prior verification of polymer of low concern (PLC): NT$1,000 

5. Extention of new chemical substance registration:

  1. Standard registration: NT$2,000

  2. Simplified registration: NT$1,000

  3. Small quantity registration: NT$1,000

2. Is it possible to list the fees for all registration types of the existing chemical substances?【§4】

According to Article 4 of the Fee Standards:

1. Phase 1 registration of existing chemical substance: NT$100 

2. Standard registration of existing chemical substances: NT$50,000 (in case of application of a designated item with specific documents, the fee is NT$37,000)

3. Is it possible to list the fees for application for CBI protection? 【§4】

According to Article 4 of Fee Standards, the fee for CBI protection is NT$12,500 per item; items are listed below:

  • Registrant information

  • Substance identification information

  • Manufacture or importation information

  • Use information

The fee for extension of confidentiality period is NT$10,000 per item.

4. Do all chemicals manufactured over 100kg in our factory need to be pre-registered from September 1,2015 (namely phase 1 registration of existing chemical substances)? 

According to Article 15 of the  Regulation of New and Existing Chemical Substances Registration (hereinafter referred to as the Regulation), for an existing chemical substance first manufactured or imported in annual quantity of 100kg or more, a registrant shall, within 6 months from the date of occurrence of the fact, apply for the phase 1 registration and attach information, as specified in Appendix 5. No existing chemical substance shall be manufactured or imported, unless the registration approval is obtained within the specified period.

According to the Article 5 of the Fee Standards, the fee for phase 1 registration of existing chemical substances is NT$100 for each substance.

5. Why is it necessary to pay extra fees for application of CBI protection when we have paid for review of the registration of the chemical substance?

The review fee is charged for the input of professional personnel and information collection, which is of different purpose compared with the fees charged for information protection. This charging standard for information protection is determined with reference to developed countries; after opinion soliciting from the public and through public hearings.

6. Will the fee charged for CBI protection be shared by co-registrants if joint registration is made or each registrant should pay respectively?

According to Article 10 of the Registration, joint registration is to avoid unnecessary duplicated generation of testing data during chemical substance registration application, to reduce the test cost for each registrant. So only the testing fees can be shared, while fee charged for CBI protection should be paid by each registrant respectively according to Article 5 and Article 6 of the Fee Standards.

7. Currently, there is a unified window for registration, but for new chemical substance registration, the Environmental Protection Administration and the Ministry of Labor have their own fee standards. So will the registrants have to pay the review fee twice in the future?

In order to relieve the burden of registrants, currently if the new chemical substance registration review fee has been paid to the Environmental Protection Administration, it is unnecessary to pay again to the Ministry of Labor. However, please be noted that if the Ministry of Labor finds out that the registration application needs to be further reviewed by holding another review meeting during the review period, the registrant may be required to pay for the additional review work, which is subject to further notice.

8. How to pay the fees?

There have a variety of payment methods, including postal transfer, Family Mart payment, ATM transfer and online transfer. After the payment is completed, upload the payment voucher to the registration system.
