1. Where to download the related registration tools if I will do the new chemical substance registration?

Please refer to the “registration platform instructions and tools download” on the chemical substance registration platform and download the attached CHEMical Information System and Tool (CHEMIST).

2. If I failed to log in with the Business Certificate IC Card and there is an error page, how to deal with it?

Please confirm whether the computer cross-platform program is installed; if you still cannot log in according to the above execution, please send a screenshot of the error page that cannot log in to the chemical substance registration inquiry window by email and explain the operation situation.

3. The chemical substance information has been filled out through CHEMIST while there is no uploading method available. How to upload it?

CHEMIST has no uploading function. Please output the file in format of XML and ZIP, log in the chemical substance registration platform with the Business Certificate IC Card and then upload the outputted file.

4. How to update CHEMIST to the latest version since I have been using the beta version?

Please completely remove the old version and download the latest version of CHEMIST from the chemical substance registration platform. If there are some files needed to be moved into the latest version, please output the files and then input them into the new version of CHEMIST.

5. Must the Business Certificate IC Card be used for chemical substance registration?

For the sake of information security and CBI, Business Certificate IC Card should be used to login the chemical substance registration platform. Except for the main card and the secondary card, natural person certificate also can be authorized for registration. So it is not necessary to use the Business Certificate IC Card every time and the authorized natural person certificate is also eligible.

6. It is not easy to obtain the Business Certificate IC Card and our company have many chemicals to be imported, which requires many people to do registration dossier submission, is there any solution for such situation?

No more than 20 nature person certificates can be authorized by Business Certificate IC Card for registration. If the company wants to increase the number of authorization, it will need confirmation. The company should give reasons and provide a formal statement delivered to the authority for approval. If approved, the authorization number can be increased.

7. If the registration work is carried out by the representative, can the registrant (appointer) log in the registration system by his Business Certificate IC Card to check the chemical substance information?

When the representative makes the chemical substance registration application, the application case will be attached to the representative’s Business Certificate IC Card or natural person certificate, so the registrant cannot check the information by his own card.

8. For registration system, if the employee (natural person) authorized by the Business Certificate IC Card leaves the company, is it possible to revoke the permission of this person?

If the authorized natural person has not undergone any registration application, his authorization identity can be revoked directly. However, if the authorized natural person has undergone registration application before, his authorization can be ceased. If the authorized natural person will not carry out any registration application in the future, the company can call the registration center to specify the situation and the center will increase authorization number to the company.

9. What to do if I lose the Business Certificate IC Card?

The lost Business Certificate IC Card cannot be reissued. You need to pay and apply for a new one. If the lost card has not yet expired, you need to go through the procedures related to the certificate revocation first.

As for the follow-up operations, please refer to the Business Certificate Management Center of the Economy Ministry for instructions about "my Business Certificate IC Card has expired/lost".

10. How long is the time for confirmation that the new chemical registration dossier uploaded on the system presented with a waiting state are finally received?

When the new chemical registration dossier is submitted to the system, a waiting state will presented on the system. All the submitted documents will be checked by the review personnel if all the information is complete, if is, the personnel will confirm immediately that the submitted documents are received; if there is any document missing or there are obvious mistakes, some person will contact the applicant, explain the situation and ask for re-submission of the documents.

11. If it is a natural person who authorized to carry out the new chemical substance registration, does this person have the right to check all the registration applications of the company?

Considering the chemical substance information confidentiality, the authorized natural person can only check the registration applications submitted by himself through the registration system and track the progress. However, the company can check the progress of all the applications submitted by the authorized natural person after logging in the system with the Business Certificate IC Card.

12. Is it possible to provide the existing chemical substances inventory for download since currently it is only possible to search existing chemical substance one by one on the CSNN website?

Currently the national existing chemical substances inventory is maintained by the Ministry of Labor and only accessibly through the CSNN website. In addition, in order to guarantee the safe use of information database, it is not possible to provide a complete existing chemical substances inventory for download at present.
