China Seeks Information on UV-328 to Assess Necessity of New Exemption

On June 3, 2025, the Ministry of Ecology and Environment (MEE) issued a notice to invite the Ministry of Industry and Information Technology, the Ministry of Transport, the Civil Aviation Administration of China, relevant industry associations and companies to provide corresponding information on UV-328.

Background

At the twelfth meeting of the Conference of the Parties to the Stockholm Convention (SC COP-12), the decision regarding the amendment to Annex A to add a new specific exemption for UV-328 was adopted, i.e.:

“Water-seal tape for insulation blankets and decking on aircraft; and polyurethane and polyamide adhesives, and polyurethane coatings, for structural, mechanical, interior and electrical assemblies, and emergency, propulsion, environmental control, and flight control systems, on aircraft.”

This new specific exemption is limited to use only and shall expire by the end of 2030 in any case.

Call for information

As a Party to the Stockholm Convention, China strictly adheres to the requirements of this international convention. In November 2024, the MEE sought opinions from relevant management authorities, research institutions, associations, enterprises, and the public regarding the proposal to the SC COP-12 for the amendment. This consultation solicited feedback on specific exemptions for UV-328 and information on its production, use, import and export, and alternatives within China. To assess whether China needs to adopt this new specific exemption for UV-328 and better fulfill international obligations, the MEE is now gathering corresponding information from stakeholders. It will be due by June 13, 2025.
