On August 26, 2022, the Department of Emergency Management of Shandong, China issued the official document to outline the measures and targets for the Hazchem QR code application in Shandong province. It is noted in the document that hazardous chemicals manufactured or imported in Shandong must be affixed with the Hazchem QR code. The main measures and targets are summarized as below:
By September 30, 2022, enterprises that manufacture/import hazardous chemicals in Shandong shall verify, update or supplement the registration information via the Hazardous Chemical Registration Comprehensive Service System (https://whpdj.mem.gov.cn) in a timely manner. QR code will be generated for each hazardous chemical if the registration information is complete.

*The registration number or sequence number will be displayed at the bottom of the generated QR code (standard version).
**For hazardous chemicals in small packages (100ml ~ 1,000ml; or 100g ~ 1,000g), a simplified QR code can be applied to.
By October 30, 2022, enterprises that manufacture/import hazardous chemicals in Shandong shall affix the generated QR code to the packages of the hazardous chemicals or display the QR code on the blank space of the corresponding label (see figure below). It is convenient for downstream users, regulatory authorities, emergency rescue teams, and related personnel to obtain chemical safety information through the QR code.

In addition, it’s also stipulated that the authority shall push forward the relevant work to ensure the consistency of information conveyed through the QR code and the e-waybill of the dangerous goods in Shandong. When enterprises entrust the transportation of hazardous chemicals, the Hazchem QR code shall also be provided to the carriers, drivers and escorts.
Exemptions from QR code requirements
For hazardous chemicals whose single package volume does not exceed 100mL or 100g, the Hazchem QR code may not be required to be printed or affixed on the inner package. The QR code shall be printed or affixed to the outer package.
For hazardous chemicals only for export, the Hazchem QR code may not be required to be printed or affixed on the inner or outer packaging.
Hazardous chemicals that are imported and directly consumed by the importer are exempted from printing or affixing Hazchem QR codes on the inner or outer packaging.
Cosmetics and household goods (not more than 1,000mL) that belong to hazardous chemicals are exempted from printing or affixing Hazchem QR codes on the packaging.
