On May 13, 2022, the Ministry of Industry and Information Technology of the People’s Republic of China issued a circular to announce the approval of some projects on formulating and revising VOC standards. It should be noted that two group standards for special functional coatings, including anti-fogging coatings and anti-fingerprint coatings, are expected to be formulated by the end of 2022.

In 2021, the National Technical Committee on Paints & Pigments of Standardization Administration of China declared a plan to revise and integrate the current seven national mandatory standards on limits of harmful substances of coatings into three by 2025 (CL news). Under the established standards, special functional coatings are exempt from the content limitation of VOCs. However, there is no specific list or identification criteria for special functional coatings, which currently only are ambiguous descriptions. To make it clear, more relevant standards will be formulated. Furthermore, the foregoing two group standards above may be cited or even the contents may be adopted in the three national mandatory standards that are to be issued by 2025.
Over the years, China has been making efforts to enhance the work on the VOCs control. The Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Vision 2035 of the People's Republic of China put forward the goal of reducing total VOCs emission by more than 10%. VOCs governance will remain an important area of concern in the following years.
