On June 8, 2022, the Ministry of Transport of the People’s Republic of China (MoT) issued a notice1 to strengthen the safety operation of dangerous goods at ports in summer. Due to the high temperature and the increasing frequency of storm/lightning/typhoon in summer, the flammable, explosive, toxic, corrosive, or volatile dangerous goods are likely to cause safety risks or accidents if they are not properly operated at ports. Thus, the authority has attached great importance to the work safety in port areas and the following measures will be taken.
Comprehensive inspections
Comprehensive inspections of port safety will be carried out, which will focus on the operation of dangerous goods at ports , especially on the major hazard sources in the ports, and the loading/ unloading and storage sites of flammable, explosive and highly toxic hazardous chemicals.
*The provincial authorities are requested to report the safety inspection to the Water Transportation Bureau of the MoT before July 5, 2022.
Operation monitoring and risk control
Real-time monitoring will be conducted to monitor the temperature changes of dangerous goods containers and the changes of dangerous goods stored in tanks under high temperatures.
Division 1.1 & 1.2 explosives (in accordance with GB 6944-2012 Classification and Code of Dangerous Goods2) and ammonium nitrate shall not be stored in port areas. For explosives other than Division 1.1 & 1.2 explosives, as well as the Class 2 gases and Class 7 Radioactive materials, they can only be stored with a limited tonnage within a limited time in port areas.
Port enterprises shall comply with the following obligations in accordance with the Measures for the Supervision and Administration of Major Hazard Installations of Dangerous Goods at Port, i.e., carrying out identification, risk assessment, registration and record of major hazard installations at the ports, such as tanks, yards, and warehouses that store dangerous goods.
Regulatory responsibility
For wharfs, tanks, yards, warehouses, loading platforms, etc. involving dangerous goods storage that do not meet the conditions for work safety, the Hazchem Operation Permit and the Annex Certificate for Dangerous Goods Operations at Ports will be revoked in accordance with the law.
The port operations for Class 2 ~ Class 6 dangerous goods will be safely and orderly opened at Tianjin Port by the end of June.
Emergency management
A data sharing mechanism will be established among different departments (e.g., meteorology, oceanography, and water conservancy departments) to strengthen the early warning of extreme weather.
Port enterprises are requested to do a good job in protecting heavy machinery and equipment in port areas from typhoons, especially for those heavy machinery and dangerous goods which are easily to burn or explode in contact with water.
