On September 29th, 2020, the Standardization Administration of China (SAC) issued National Standard Notice No.20 of 2020 [1] to publish 106 recommended national standards and 5 amendments which have been approved by the State Administration of Market Regulation (SAMR), including GB/T 29639-2020 Guidelines for enterprises to develop emergency response plan for work place accidents. GB/T 29639-2020 will enter into effect and replace GB/T 29639-2013 on April 1st, 2021.
GB/T 29639 provides enterprises with the preparation procedure and content system of emergency response plans for workplace accidents, as well as the main content and attachment information of the general emergency response plan, special emergency response plan, and on-site response plan. Compared with GB/T 29639-2013, modification of technical requirements made in GB/T 29639-2020 includes the following aspects:
Update the preparation procedure (see Chapter 4), including modifying emergency response ability assessment to emergency response resource investigation, detailing the review of the emergency response plan, etc.
Amend the content factors of general emergency response plan and special emergency response plan.
Two annexes, namely the Preparation Outline of Work Place Accidents Risk Assessment Report and Preparation Outline of Work Place Accidents Emergency Resource Investigation Report, are added in the new version.
In July of 2019, China’s Ministry of Emergency Management (MEM) issued the amendment to the Administrative Measures on Emergency Response Plan for Work Place Accidents, which brought more adaptive requirements for emergency response plans under the current management system (ChemLinked news [2]). According to the Administrative Measures, high risk enterprises, such as the manufactory, business (with storage facilities), storage and transportation units of flammable or explosive substance or hazardous chemicals, are required to file their response plan with local administration within 20 days. In addition, the response plan drill is also emphasized. High risk enterprises should practice drills once every half-year and the emergency management departments of the people's government at all levels should organize a drill every two years.
