On January 22nd, 2021, the Zhongshan City Bureau of Ecology and Environment issued a notice to publish the Provisions on Environmental Management of Volatile Organic Compound Projects in Zhongshan City [1], which entered into effect immediately and would be valid for 5 years.
As stipulated in Article 2, the Provisions are applicable to the newly-built, rebuild, or extending VOCs production and/or emission projects which are in operation within Zhongshan City, which means that all enterprises and public institutions that involve VOCs emission in the city shall comply with relevant requirements in the Provisions. According to the Provisions, efforts will be made for 6 main measures, including strict source control, standardized process management, strengthened terminal governance, enhanced management measures, governance of household source VOCs, and construction of centralized plants for VOCs.
For the source control, the use of low-VOCs products is emphasized. The Provisions, in principle, prohibit the approval and record of the newly-built or extending industrial projects that involve the use non-low-VOCs products. At the same time, the minimum output ratio of low-VOCs products for manufacturers is specified. For the manufacturers of coatings, inks, and adhesives, the minimum output ratios of low-VOCs products are 60%, 70%, and 85% respectively.
For the process management, the Provisions require that the collection efficiency of VOC exhaust gas should not be less than 90%, and the Leak Detection And Repair (LDAR) process shall be applied by the specified industries. The treatment of the exhaust gas is also emphasized in the Provisions, the total purification efficiency should not be less than 90%. In addition, requirements for the establishment of a ledger and online inspection system are put forward.
The exemption conditions are specified in Chapter 8 of the Provisions. For enterprises located in the city, requirements specified in the Provisions shall be complied with from the date of issuance. What’s more, for other cities, similar measures may be taken soon later.
