Japan Promulgates Ministerial Ordinance Designating 117 Specific Substances as PFHxS-Related Substances

This ministerial ordinance is intended to clarify the specific chemical substances subject to regulation by compiling them into a list, and it will come into effect on June 17, 2026. Businesses handling related chemical substances are required to respond and confirm promptly.
In the official gazette dated April 17, 2026, the "Ministerial Ordinance Designating Chemical Substances Based on the Provisions of Article 1, Paragraph 1, Item 37 of the Enforcement Order of the Act on the Evaluation of Chemical Substances and Regulation of Their Manufacture, etc." was jointly promulgated by the Ministry of Health, Labour and Welfare (MHLW), the Ministry of Economy, Trade and Industry (METI), and the Ministry of the Environment (MOE). Under this ministerial ordinance, a total of 117 substances were designated as "Class I Specified Chemical Substances - PFHxS-related substances" under the Chemical Substances Control Law (CSCL).
