EU Members to Start Substance Evaluation on Six Substances

Those substances subject to immediate evaluation are listed in the first year of the plan.

On March 21, 2023, ECHA updated the Community Rolling Action Plan (CoRAP) for the year 2023-2025, listing 24 substances suspected of posing a risk to human health or the environment.

The CoRAP is a list of prioritized substances for evaluation over a period of three years. Member States evaluate substances listed in the CoRAP to clarify whether their use poses a risk to human health or the environment.

The plan contains 6 substances that will be evaluated in 2023, while 9 will be evaluated in 2024 and another 9 in 2025. However, for substances listed for years 2024 and 2025, their evaluation year may be postponed to await submission of new information requested under dossier evaluation. It is possible that changes of status can be introduced in the CoRAP updates in 2024 and 2025.

Here is a list of substances confirmed to be evaluated this year:

  • Chlorobenzene (CAS No.: 108-90-7)

  • 2-Propenoic acid, methyl ester, reaction products with mixed O,O-bis(branched and linear pentyl and iso-Bu) phosphorodithioates (CAS No.: 93925-38-3)

  • Butanoic acid, 4-amino-4-oxosulfo-, N-coco alkyl derivs., monosodium salts, compds. with triethanolamine  (CAS No.: 98171-53-0)

  • Tert-butylphenyldiphenyl phosphate (CAS No. not applicable)

  • N-methylaniline (CAS No.: 100-61-8)

  • Sodium 3-(2Hbenzotriazol-2-yl)-5-sec-butyl-4-hydroxybenzenesulfonate (CAS No.: 92484-48-5)

Based on the substance evaluation results, the member states may conclude that the risks are sufficiently under control. Otherwise, it may lead to the proposal of EU-wide risk management measures such as restrictions, identification of substances of very high concern or other actions outside the scope of REACH e.g. harmonised classification.
