Guangdong Province Consults on the Grading Rules for Key VOCs Industries

The grading rules for 13 key industries are specified, including oil refining and petrochemical, coating manufacturing, ink manufacturing, packaging and printing, etc. Enterprises in such industries will be classified into A, B, and C three levels according to the rules.

On March 12, 2021, Department of Ecology and Environment of Guangdong Province issued a notice [1] to solicit public comments on the draft of Guangdong Province Key VOCs Industry Grading Rules. The Rules applies to 13 key VOCs emission industries in Guangdong Province, and classifies enterprises into 3 categories “A (leading enterprises)”, “B (compliant enterprises)”, and “C (non-compliant enterprises)”.

Followings are the 13 key VOCs industries specified in the Rules:

  • Oil refining and petrochemical

  • Coating manufacturing

  • Ink manufacturing

  • Packaging and printing industry

  • Wood-based panel manufacturing

  • Pharmaceutical industry

  • Rubber product manufacturing

  • Shoe manufacturing

  • Furniture manufacturing

  • Automobile manufacturing

  • Surface coating industry

  • Electronic component manufacturing

  • Plastic artificial leather and synthetic leather manufacturing

Specific sub-industries and their industry codes are detailed in the applicable scope of each key VOCs industry.

Differentiated indicators for each key industry are formulated in the Rules, covering the source replacement, fugitive emission, process control, and terminal governance 4 aspects. For example, for the coating manufacturing enterprises, the proportion of low-VOC products, leakage detection and repair, emission level, etc. will be the key indicators to identify an enterprise’s level.

In 2020, MEE once introduced a differentiated management plan based on the grading of the enterprises' environmental protection performance. (ChemLinked News [2]) According to the MEE’s system, leading enterprises can take voluntary measures to reduce emissions and receive less management from the environmental protection administrations. While enterprises with poor performance in daily air pollutant treatment, are very likely to face mandatory production cuts. In this situation, enterprises will try their best to perform better under the differentiated management plan, which will bring convenience and competitiveness to their business.
