India has restricted the export of hydrofluorocarbons (HFCs), as of a March 23 notification[1] from the Directorate General of Foreign Trade (DGFT) that moved 17 different HS codes for hydrofluorocarbons from the export policy of "Free" to "Restricted”. Earlier in March, the DGFT has imposed similar curbs on imports[2] of these HFCs with immediate effect.
Import of HFCs is permitted with an import authorization subject to recommendation of Ozone Cell, MOE&CC (Ministry of Environment, Forest and Climate Change). In addition, exports will need the authorization issued based on (No Objection Certificate) from MoEF&CC.
India ratified the Kigali Amendment to the Montreal Protocol in September 2021. The import&export curbs imposed this March is to meet India’s commitments in the fight to phase out HFCs - harmful greenhouse gases used in refrigeration and air-conditioning that are known to accelerate global warming.
