India Rescinds Quality Control Orders for 6 Petrochemicals

India has rescinded Quality Control Orders for six petrochemicals, immediately removing the mandatory BIS certification requirement for these products in the Indian market.

On November 28, 2025, India's Department of Chemicals and Petrochemicals issued a series of orders rescinding previously established Quality Control Orders (QCOs) for several petrochemical substancesThese orders, published in The Gazette of India: Extraordinary on December 1, 2025, take immediate effect.

The Central Government, exercising powers conferred by Section 16 and Section 25(3) of the Bureau of Indian Standards Act, 2016, announced the revocation of specific quality control mandates. The government cited "public interest" as the primary driver for these rescissions.

The following QCOs have been officially rescinded:

  • p-Xylene (Quality Control) Order, 2021

  • Toluene (Quality Control) Order, 2021

  • Methyl Acrylate, Ethyl Acrylate (Quality Control) Order, 2021

  • Vinyl Acetate Monomer (Quality Control) Order, 2021

  • Ethylene Dichloride (Quality Control) Order, 2021

  • Vinyl Chloride Monomer (Quality Control) Order, 2020

The original QCOs generally mandate that specific chemicals must conform to Indian Standards and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS).

By rescinding these notifications, the DCPC has effectively removed the mandatory requirement for these specific chemicals to adhere to the previously cited QCOs.
