Japan’s Ministry of Economy, Trade and Industry (METI) recently announced detailed information on the 4th small amount new chemical substances (SANCS) notification. The manufacturers and importers of the SANCS who intend to produce/import between 1 Jan to 31 Mar 2014 are obligated to notify the METI between 2 and 10 Dec 2013.
Japan’s Chemical Substances Control Law (CSCL) defines the SANCS as “any substance with a total manufacturing and importing volume smaller than 1 ton/year (from 1 Apr to 31 Mar the next year) within the territory of Japan”. There will be four notifications of the SANCS each year starting from January/February and the process will be stop for the given year once the 1 ton threshold is reached.
The information required for the notification is summarized below.
For the notification form:
Company name
Company address
Name of the new chemical substance
Structural formula or molecular formula of the SANCS (if unclear for both, please specific the preparation method)
Physio-chemical properties
Composition
Year of permit
Anticipated manufacturing/importing amount (in kg)
Use of the SANCS
For imported new chemicals, please specify country/area of production of the SANCS
Other supplement information
To complete the Notified Chemical List (in the annex of the confirmation notice), the chemical handlers should fill in the reference number, SANCS chemical name and volume (in kg) for all the previously confirmed SANCS
The notification can be performed by two means, the online submission and submission in person.
