The first meeting of South Korea’s Chemical Substance Evaluation Committee was held on 20 Jan 2015. The meeting minutes have been published on MoE website for public reference.
The draft list of the first batch of the priority evaluation chemicals (PECs) was the focus of the first meeting. It is expected that the list will be published in June 2015. In addition, the safety and labeling criteria for high risk products, threshold for substance content, etc. were discussed.
Composed of 15 members (click here to see the namelist), the committee includes professionals and relevant stakeholders from industry and private organizations. The committee members are assigned for 2 years and their terms can be extended. Authorized as the official committee for K-REACH implementation, its main tasks are
Formulation of the basic plan every five years, concerning the registration and evaluation of chemical substances, notification of products containing hazardous chemical substances, safety management of risk concerned products, etc.
Designation of the phase-in substances (PECs) subject to registration;
Designation of substances subject to authorization, restriction or prohibition
Identification of substances of high concern to human health and environment, which is subject to registration even if manufactured or imported in quantities of less than 1 t/y
Compilation of safety and labeling standards for risk concerned products
The committee will convene every 6 months and if necessary can call for special unscheduled sessions. The next meeting is planned in July 2015.
According to the K-REACH Presidential Decree, three specialized committees will also be set up under the Chemical Substance Evaluation Committee, including the Hazard Evaluation Committee, Management Committee of High Risk Concerned Products and Socioeconomic Analysis Committee each containing no more than 10 members.
