K-REACH Joint Registration Information System Facilitated OR Entry

Potential registrants of the same PEC substance can be identified via the Joint Registration Information System. However, to join the system, potential registrants should fill out the following basic information (CL news). For non-Korean manufacturers, the “Certificate for Appointment of Only Representative” issued by the authority is necessary as a verification document for OR qualification, which grants legal OR status.

Currently certificate application takes a long time, while joining the system to select LR and communicate on data gap and cost sharing is urgently required. The authority has decided to temporarily take the power of attorney (POA) for OR appointment and grant OR’s access to the online system. The Certificate should be supplemented and uploaded to the system no later than one month after the POA is submitted.

As for the application of the Certificate, the Appendix Form No. 33 of K-REACH’s Enforcement Rules (a.k.a Ministerial Decree of K-REACH) should be filled in and submitted with the documents proving that the OR is based in Korea, as well as the copy of the appointment agreement, etc.

According to Article 49 of the Enforcement Rules, the authority shall verify the information submitted and issue the Certificate (Format as Appendix Form No. 34 of the Enforcement Rules) within 7 days of receiving the application.
