Philippine to Update PICCS List and Certificate Issuance

Philippine added an additional 33 chemicals to the PICCS. Philippine to repeal the prohibition for EMB issuing PICCS Certificate to support the custom verification procedure. PICCS Certificate is needed for chemical composition with confidential information.

In Mar, 2019, the Philippine Environmental Management Bureau published drafts on Additional Chemicals in Philippine Inventory of Chemical and Chemical Substances (PICCS) List [1] and Amendment to EMB MC2016-011 to Allow the Issuance of Certification for PICCS [2]. An additional 33 chemicals are added into the PICCS list immediately. The amendment of PICCS certificate issuance will be effective 15 days after its publication in the official gazette.

The PICCS[3] is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated, or transported in the Philippines. For the additional 33 chemicals added to the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCO) [4], they can be exported to Philippines without market access restriction.

PICCS certificate issuance was previously prohibited as stipulated in EMB MC 2016-011[5]. However approval of requests for EMB and issuance of the PICCS certification has become more frequently as regulators apply more stringent customs verification procedures. Based on this EMB has deemed it necessary to repeal the prohibition, and facilitate the issuance of the certification.

An EMB official told ChemLinked that the notice will rationalize the process. If the chemical components are all listed in the PICCS, there is no need for a PICCS Certification. However, if the composition is confidential, the composition can be sent directly to EMB office so they can issue a letter regarding its listing in the PICCS.
