The Philippines Adds 161 New Chemicals to PICCS List

On January 22, 2025, The Philippines' Department of Environment and Natural Resources (DENR) released an Administrative Order (DAO 2025-09), which further expanded the Philippine Inventory of Chemicals and Chemical Substances (PICCS) from 22,277 to 22,438, with the addition of 96 new chemicals in CY 2022 and 65 new chemicals in CY 2023. This new Order shall take effect from February 6, 2025. 

The PICCS is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated, or transported in the Philippines. 

The updating of PICCS is done annually and includes all new chemicals that have complied with the Pre-Manufacture, Pre-Importation Notification (PMPIN) Rules and Regulations. Importers and manufacturers who have submitted the Notice of Commencement on or before December 31st of the current year will be listed in the PICCS for the subsequent year. The latest version of PICCS include PICCS 2017 and EMB MC 2020-007 and EMB MC 2021-08.

For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCO), they can be exported to the Philippines without market access restriction.
