In May 2025, the Philippine Environmental Management Bureau under the Department of Environment and Natural Resources (DENR-EMB) released a draft list of chemicals proposed for inclusion in the Philippine Inventory of Chemicals and Chemical Substances (PICCS). This update will take effect 15 days after its official publication.
The draft list includes 81 new chemicals through the Pre-Manufacture Pre-Importation Notification (PMPIN) process in 2024. With this addition, the total number of chemicals listed in the PICCS will increase from 22,438 to 22,519.

What is PICCS?
The PICCS is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated, or transported in the Philippines. The PICCS is updated annually to include new chemicals that have receive non-confidential PMPIN Clearance Certificates. The latest version of the PICCS includes PICCS 2017, EMB MC 2020-007, EMB MC 2021-08 and DAO 2025-09.
For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCOs), they can be manufactured or imported into the Philippines without market access restriction.
