The Philippines Proposes to Add 71 Chemicals to PICCS List

The Philippines considers an addition of 71 chemicals to the PICCS.

On May 30, 2024, the Philippine Environmental Management Bureau under the Department of Environment and Natural Resources (DENR-EMB) released drafts on updating the Philippine Inventory of Chemicals and Chemical Substances (PICCS) for the year 2024. This update shall take effect 15 days after its official publication.

Pursuant to the provisions of Republic Act No. 6969, Implementing Rules and Regulations (IRR) of RA 6969 (DAO 1992-29), and EMB Memorandum Circular 2014-001, the list shall include 71 new chemicals in the Philippines in 2024 through the Pre-Manufacture Pre-Importation Notification (PMPIN). With this addition, the present number of chemicals listed in the PICCS will be expanded from 22,438 to 22,509.

What is PICCS? 

The PICCS is a list of all existing chemicals and chemical substances used, sold, distributed, imported, processed, manufactured, stored, exported, treated, or transported in the Philippines. The updating of PICCS is done annually and includes all new chemicals that have been issued non-confidential Pre-Manufacture and Pre-Importation Notification (PMPIN) Clearance Certificates. The latest version of PICCS include PICCS 2017 and EMB MC 2020-007 and EMB MC 2021-08.

For chemicals listed in the PICCS, if they are not further regulated under Priority Chemical List (PCL) or Chemical Control Orders (CCO), they can be exported to the Philippines without market access restriction.
