Singapore Introduces Mandatory Chemical Reporting Framework

With effect from January 1, 2026, chemical reporting is mandatory for holders of the Hazardous Substances Licence and Permits. Exemptions are provided.

On July 31, 2025, Singapore’s National Environment Agency released a circular to introduce a mandatory chemical reporting framework for hazardous substances licence and permit holders, which will take effect from January 1, 2026. This framework aims to monitor chemicals that are imported or manufactured but not currently regulated.
