The Singapore Standards Council recently issued Corrigendum No.1 to SS 586-2:2022 (SS 586-2:2022+C1:2024) to update the SDS cut-off limits for mixtures containing specific target organ toxicants (single exposure and repeated exposure). This corrigendum to SS 586-2:2022 has taken effect in July 2024.

Updates
According to Corrigendum No.1, a requirement to develop an SDS applies if a mixture contains specific target organ toxicants at a concentration ≥ 1%, regardless of single or repeated exposure. The previous threshold in this regard is 0.1%.

Background
Singapore started implementing SS 586 based on the first version of UN GHS in 2008. In March 2014, the nation moved to UN GHS Rev.4 by releasing SS 586:2014 Specification for hazard communication for hazardous chemicals and dangerous goods. SS 586 Part 1 was later revised in 2021 based on the UNRTG, 20th Edition. Currently, the SS 586 series consist of three parts, namely:
SS 586-1:2021 Part 1: Transport and storage of dangerous goods
SS 586-2:2014 Part 2: Globally harmonized system of classification and labeling of chemicals – Singapore's adaptations
SS 586-3:2008 Part 3: Preparation of safety data sheets (SDS)
In April 2022, proposed changes to SS 586 Part 2 and Part 3 were released for a 2-month public consultation. On February 6, 2023, the Singapore Standards Council officially released the revised standards on GHS classification, labeling and SDS, i.e., SS 586-2:2022 and SS 586-3:2022, which would align with the requirements set out in UN GHS Rev.7. A two-year transition period is provided, starting from February 6, 2023.
