South Korea Amends Requirements for Statistical Survey on Chemicals

South Korea’s Provisions for Statistical Survey on Chemical Substances was revised and published by MoE’s Announcement No.2019-96[1] on May 31st, 2019. The amendments came into effect immediately.

South Korea's Chemical Control Act (CCA) entered into force on Jan 1st, 2015, which requires companies that manufacture, store, use, export, or import chemicals to carry out a statistical survey every 2 years. The Provisions are formulated accordingly to detail the statistical survey of chemical substances.

Several notable amendments are highlighted as below:

  1. After revision, for (1) manufacturing industry, (2) power, gas, air conditioning industry, (3) water supply, sewerage and waste disposal and recycling industry, statistical survey is required regardless of chemical volume. Previously chemical substances below 1 ton per year (hazardous chemical substances below 100kg per year) were exempt from the statistical survey.

  2. A new requirement was added for industrial sites handling chemical substances below the volume standards requiring them to undertake self-notification. The volume standards for 19 types of industrials are specified as the Annex 1 of the Provisions.

  3. As the applicable scope of statistical survey expanded in South Korea, the authority established different deadlines for different situations.
