South Korea Appends Existing Chemical Inventory

Published on 15 Jan 2018 by MoE Announcement No.2018-11, 54 non-toxic chemical substances (Given No. 2017-3-7206 ~ 2017-3-7259) were officially added to South Korea's Existing Chemical Substance Inventory (KECI).

These substances have finished new chemical notification under the previous Toxic Chemical Control Act (TCCA, abolished since the enforcement of K-REACH and CCA from 1 Jan 2015) during 1 Jul 2014 and 31 Dec 2014. They were assessed as non-toxic and can be added to the KECI three years after the assessment result was delivered to the original applicant (hereafter referred to as “3-year rule”).

For relevant stakeholders involved with new chemicals assessed between 1 Jan 2012 and 31 Dec 2014, the MoE in March of 2015 offered a chance to be included into the KECI immediately (CL news) to coincide with the implementation of K-REACH. For stakeholders which opposed advanced listing, the status of the substances will remain as “new chemical” and only the original notifier under TCCA can be exempt from the new chemical registration under K-REACH until they are announced three years later as “existing chemical” according to the “3-year rule”. Then there is no need to comply with new chemical registration under K-REACH for any company handling these substances. 

The 54 substances are the last batch of non-toxic substances qualified to be added to the KECI since the “3-year rule” doesn’t apply to the new chemical substances registered under K-REACH.

In addition to the supplementation of 54 non-toxic substances into the KECI, a typo mistake in the generic name of one substance (Given No. 2017-3-7201) previously announced was corrected.
