South Korea’s MoE proposed updates to the Existing Chemicals Inventory (KECI) on Jan 11th, 2019. The final inventory was issued on Jan 28th by MoE Announcement No. 2019-32.
The updated KECI contains 44,478 existing substances, including:
Annex 1 of 37,088 chemical substances domestically circulated in Korea prior to Feb 2nd, 1991; and
Annex 2 of 7,390 chemical substances published by MoE after hazard evaluation under TCCA after Feb 2th, 1991.

The update of KECI is particularly timely and coincides with the implementation of revised K-REACH. The revised K-REACH took effect on Jan 1st, 2019, which requires all existing chemicals manufactured/imported in quantities of one tonne per year or more to be registered. The grace period for registration will be granted if enterprises pre-register their existing substances before Jun 30th, 2019 (see pre-registration guidance). Those not listed in the KECI are regarded as new chemical substances subject to new chemical registration.
The detailed updates to KECI include:
Transferring 83 observational chemical substances (Given No.KE-14-0070~KE-14-0152) from Annex 1 to Annex 2. Their given number in Annex 2 are assigned as “XXXX-2-XXXX”
Deleting 2 substances (KE-10923, KE-17755) duplicated from Annex 1
Deleting 41 non-toxic substances from Annex 2 since they overlap in Annex 1
Adding 148 toxic chemical substances that finished hazard evaluation under TCCA (replaced by K-REACH and CCA regulation since 2015) to Annex 2
Please note that K-REACH does not have procedures to include assessed new chemical substances into the KECI as existing substances. This means the KECI was finalized and will not be appended in the future.
