South Korea Consults on 31 Toxic Chemical Substances

31 substances will be added to South Korea’s Toxic Chemical Substances List. Concentration limit will be updated for 7 toxic substances that were previously designated.

Published on May 20, 2020 by NIER Notice No. 2020-291[1], South Korea's National Institute of Environmental Research (NIER) is now consulting on the potential updates on the Toxic Chemical Substances List (TCSL), including:

l  Adding 31 new toxic chemical substances (Given No. 2020-1-970~2020-1-1000)

l  Modifying the concentration limit of 7 toxic chemical substances (Given No. 97-1-12 and 2006-1-556, 2006-1-557, 2006-1-558, 2014-1-694, 2019-1-930 and 2019-1-951)

Providing transitional measures for the newly designated toxic chemicals, including import notification, labelling, off-site impact analysis, business licensing and other relative requirements as specified in the Chemical Control Act[2] (CCA) and its Enforcement Rules.

Please note that the 31 new toxic chemical substances were registered and found toxic after the hazard evaluation under K-REACH. They are still considered new chemical substances in South Korea. Manufacturers or importers of these substances (other than the original registrants) should still apply for new chemical registration under K-REACH before manufacture or importation.

The details are accessible here [3]. Any comments are welcome before June 9, 2020.
