South Korea Extends Comment Period of Eleven Candidate Substances for Authorization to Feb 28 (Updated on Feb 10, 2023)

Eleven candidate substances for authorization under K-REACH are proposed, including benzene, bisphenol A, DBP, BBP, etc. are proposed for authorization under K-REACH.

On November 23, 2022, South Korea’s Ministry of Environment (MoE) published eleven candidate substances for authorization under K-REACH. Stakeholders can submit comments or information associated with these substances online (www.chemnavi.or.kr) from December 15, 2022 to February 13, 2023, including

  1. hazards;

  2. uses;

  3. exposure information;

  4. alternative substances or technologies;

  5. substance users that are being exposed to;

  6. social-economic impacts;

  7. circulation volume on the South Korean market;

  8. uses that should be exempted and sunset dates, etc.

The eleven candidate substances are selected from the list of 672 substances subject to priority management under K-REACH based on substances' hazards, domestic circulation volume, the existing risk assessment results and control measures in South Korea and abroad. They are:

Currently, there are no substances in the Authorization List. Once added to the Authorization List, the substances cannot be placed on the market and used after a specified "sunset date", unless an authorization is granted or the use is exempt from authorization.

The main procedures for designating substances subject to authorization are as below.

  • Step 1 Designation of candidate substances

  • Step 2 Public consultation on candidate substances

  • Step 3 Prioritization of candidate substances for inclusion in the Authorization List

  • Step 4 Discussion with stakeholders

  • Step 5 Development and announcement of a plan for adding substances to the Authorization List

  • Step 6 Deliberation by the Chemical Substance Evaluation Committee

  • Step 7 Designation and Public announcement
