South Korea Issued Hazard Evaluation Results for 253 New Substances Registered under K-REACH

So far, 296 new substances registered under K-REACH were issued with corresponding hazard evaluation results, of which 43 substances were issued in Dec of 2015 and the other 253 substances were newly issued in Apr of 2016. In addition to the 296 new substances, there were another 231 new substances registered under K-REACH published without detailed hazard evaluation results.  

South Korea’s National Institute of Environmental Research (NIER) issued the NIER Announcement No.2016-5 on 25 Apr 2016, through which the results of hazard evaluation of 253 new substances (given number as 2016-44 ~ 2016-296) registered under K-REACH from Jan to May of 2015 were made public.

Compared to the draft list (254 new substances) previously issued by NIER Notice No.2016-55 on 17 Mar 2016 for public comments until 6 Apr 2016, one substance (Methyl 2-propynyl carbonate, CAS No. 61764-71-4) was deleted in this final version.

According to Article 21 of K-REACH, when hazard evaluation is completed, the MoE should publish the chemical name, hazard information, whether it is classified as a toxic chemical, etc. for public reference.

The hazard evaluation results for the first batch of 43 new substances (given number as 2015-1 ~ 2015-43) registered under K-REACH has been published by NIER Announcement No.2015-18 on 17 Dec 2015 (CL news). Along with the recently issued batch, so far there are 296 new substances issued with detailed hazard evaluation results.

None of the previously issued 43 new substances are classified as toxic substances. However, for the newly issued 253 new substances, there are 2 substances classified as toxic chemical substances. Manufacturers or Importers of theses toxic chemicals shall comply with CCA requirements accordingly (See CCA Chempedia). The two substances are:

  • 2-Propyn-1-ol, 1-methanesulfonate (16156-58-4)

  • Chlorodimethylsilane (1066-35-9)

In addition to the 296 new substances mentioned above, there are another 231 new substances published. They pose a lower exposure risk, and are not subject to special requirements, thus the authority provides basic information including chemical name and CAS No. for reference. In the future, based on annual reporting (under K-REACH) and chemical statistical investigation (under CCA), these substances will be further evaluated if necessary.
