Since K-REACH came into force this year, the authority has been busy drawing up extensive technical guidance documents and risk assessment tools to aid the process of chemical safety report (CSR) preparation.
The Korea’s “Simple Box”, launched by Korea NIER in Mar 2015, includes a mathematical model for the calculation of Predicted Environmental Concentration (PEC). Accompany the release of this tool, the MoE also published a user guideline. It is one of the government’s most recent contributions to facilitate efficient risk assessment of substances under K-REACH. The tool produces PEC values based on the data inputted, i.e. use volume, emission factors, substance properties, etc.
The Simple Box is an environmental risk assessment screening tool based on the European Union System for the Evaluation of Substances (EUSES) which is provided for CSR preparation under EU REACH. The EUSES is used for calculation of not only the PEC but also human exposure, taking into account several standardized chemical release scenarios. However, at present the Simple Box is only for PEC estimation based on the simple scenario of sewage treatment plants (STP). Korea MoE will require more time to develop a more comprehensive tool for CSR preparation.
K-REACH requires substances over 10 ton per year to complete risk assessment. The CSR should be submitted before the corresponding deadlines determined by the tonnage band. Details are specified as below:
100 ton/year: Jan 1, 2015
70 ton/year: Jan 1, 2017
50 ton/year: Jan 1, 2018
20 ton/year: Jan 1, 2019
10 ton/year: Jan 1, 2020
