South Korea Accelerates LR Election for PECs Subject to Registration under K-REACH

The final list of 510 priority existing chemical substances (PECs) was announced on 1 July of 2015 (CL news). Potential registrants are recommended to join the Joint Registration Information System within 5 months from the date the PEC list was officially published, namely before 30 Nov 2015. According to the Korean authority the Lead Registrant (LR) is supposed to be elected during a period spanning the 1st of Dec 2015 to 14 Dec 2015. For companies joining the consortium after initial formation they are likely to miss the the opportunity to run for LR, as well as the opportunity for early communication on operation of consortium, acquisition of existing data, generation of new data and cost sharing as such will be bound by the rules designated by the other members of the consortium.  

The K-REACH joint registration pilot project (CL news) involves 7 substances included in the 1st batch of priority existing chemical substances (PECs) subject to registration under K-REACH. For these substances, the election of LR should have ended in Oct this year, however, so far there is still one substance (Hydrogen bromide, CAS# 10035-10-6) that hasn’t been finalized due to two candidates bargaining for the LR position. The other 6 substances are:

  • Diisocyanatomethylbenzene, CAS# 26471-62-5

  • Benzoyl peroxide, CAS# 94-36-0

  • p-xylene, CAS# 106-42-3

  • 1-Chloro-2,3-epoxypropane, CAS# 106-89-8

  • Trichloroethylene, CAS# 79-01-6

  • Hydrogen chloride, CAS# 7647-01-0

As for the election of LR, if there is only one candidate applying to be LR, consent from other members is required. If there are two or more candidates, the LR will be appointed by a member vote.

For the 6 substances mentioned above, LR has already been elected and the joint submission preparation work has already been conducted for more than 1 year. In addition, the Korean Petrochemical Industry Association (KPIA) plans to establish the “Petrochemical Joint Registration Consortium” to administrate the registration of more than 130 PECs and LR will be likely elected within its members. Potential registrants should pay attention to the recent KPIA activities for associated chemicals.
