Taiwan Existing Chemical Substances Inventory to Be Updated Before Sep 2015

Taiwan’s chemical substance supplementation program ended on 31 Mar 2015 (CL news). All application dossiers will be preliminarily reviewed by the end of April and further reviewed in May. It is expected that the Taiwan Existing Chemical Substances Inventory (TCSI) will be updated before Sep since the phase 1 existing chemical registration launches on 1 Sep 2015.

Taiwan EPA will be responsible for the review work. The whole TCSI will still be maintained and updated online by the Ministry of Labor (MoL). We can expect an updated inventory of more than 100,000 substances that were manufactured or imported into Taiwan before 11 Dec 2014.

However, the finalized inventory may be handled in a separate way, consisting of inventory A and inventory B. Inventory A encompasses chemicals contained in the current inventory,  approximately 93,000 substances based on the ECN, SECN and SSECN carried out by the MoL. Inventory B will only include the substances supplemented through the EPA’s chemical substance supplementation program. Another possibility is that they will be integrated to the current online search tool, which means there will be only one window for online searching.

Through this final phase of supplementation, the TCSI will be finalized and likely make Taiwan the country with the largest number of existing chemical substances. At present, Korea KECI includes around 43,000 existing substances and China IECSC contains 45,612 existing chemical substances. Only the European Inventory of Existing Commercial Chemical Substances (EINECS), which includes more than 100,204 substances that were available on the EU market will be a match for the TCSI.
