Taiwan Issues CHEMIST 3.1 for New and Existing Chemical Registration

Taiwan has newly updated the offline new and existing chemical registration tool “CHEMIST” to version 3.1. Compared to its previous ver.3.0 issued in Oct 2015 (CL news) the main changes are summarized as below:

  1. For some testing data, testing plans can be submitted instead of the complete testing report. An optional “testing plan” selection option was added to the applicable items.

  2. For skin sensitization, if using the in vivo testing method “Local Lymph Node Assay” (LLNA), the value of EC3 should be provided in CHEMIST 3.1. As shown in the screenshot below, this part of data is newly required in the tool.

  3. Test data submission should specify the test guidelines that should be 1) fully adopted, 2) equivalent/similar used, 3) instances where no guidelines are available or required. Updated in CHEMIST 3.1, for toxicity and eco-toxicity testing data, the optional test guidelines with pull-down menu items are supplemented or deleted.

  4. For small quantity registration and simplified registration of new chemical substances, the saving function is disabled by default if the boxes of “2.2.1 information on uses” are not checked in CHEMIST 3.1.

  5. From 1 Jan 2016, offline preparation of phase 1 existing chemical registration dossier should use CHEMIST 3.1 only. In CHEMIST 3.1, the order of annual volume of manufacture/import to be filled in is 2013, 2014 and 2015. For 2016, an estimated volume can be submitted voluntarily.

  6. Bugs have been fixed, as well as some error message displayed in CHEMIST 3.0
